社会保障制度供给不足的表现、原因及对策

【论文的农村研究方法】摘 要：本文从覆盖范围、基金供给、法律支撑、管理体制四个方面探讨了当前中国社会保障制度的短缺问题，追溯其成因。并在此基础上，提出完善社会保障制度的对策：拓宽社会保障基金的筹集渠道、形成多层次的社会保障体系、加快社会保障法制建设、健全社会保障监督机制、完善社会保障管理与服务体系。
关键词：社会保障；制度供给；对策分析
Abstract: This text from coverage, fund supply with, law support, management system four respect probe into present China shortage issue of social security system, trace back to its cause. And on this basis, put forward the countermeasure of improving the social security system: Widen the channel of raising of the social security fund, form the multi-level social security system, accelerate the construction of legal system of the social security, perfect the supervision mechanism of the social security, improve management of social security and service system.
